Great dress but worst customer experience

I typically order from Instagram stores and have generally had good experiences. However, my recent order was incredibly frustrating. I ordered a dress on June 14th, with a delivery promise of 10-12 business days. I had an event on July 5th, so on July 1st, I called the store to ensure my order would arrive on time. They assured me it would reach me soon, but every day I was told it would arrive "today," and it never did. Finally, on the morning of July 5th, the dress arrived—just in time for my event. To my surprise and disappointment, I was charged an additional 400 INR for delivery, despite the store's claim that delivery was supposed to be free. I would really like to order again but only if there’s improvement in customer experience
